Note from the Commissioner
As we move into the second half of 2016 we are facing many challenges and addressing them with projects to move forward into the future. The code committee is addressing the need for a new format to make the code user-friendly as requested by many clients in a survey last year. We hope to have something for the board to vote on later this year.
We are in the process of planning the national workshops for November and we have some new added features to help build on our previous success. We had over 350 attendees last year in the two venues. CreateHealth IO is helping us put the workshops together.
Following the workshops, we will introduce a game to help clients learn the code and assess their knowledge of it. 42 Comets is building this for us and we are excited to introduce this new learning opportunity to our clients for free. Look for promotion of this activity and I encourage you to join in on the fun.
We are also planning a strategic planning session for November, to help us look at future activities of the PAAB. We have hired Larimar Strategies to help us do that.
We are near completion of a tagging-ticketing system to help clients and reviewers comment during the review process to help us identify needs to improve on consistency during the review process. We will be offering training and promoting this new tool to clients. Innovasium is building this system. This has been built as a result of recommendations by the PAAB auditor during the operations audit in 2014.
If you were at the PAAB 40 years celebration at the Coppinwood Golf course on June 27, you know you had a good time. Thanks for coming. Thank you to Laurie Johns and Jennifer Carroll for doing most of the heavy slugging to make this a success. Also thanks to Kate Eversole and Jim Hall for their early planning assistance. I give a huge thank you to the 18 sponsors who helped us bring this over the top in enjoyment.
We have a couple of internal projects going on in HR and Financial tracking, so it has been a busy year so far. I am looking forward to the second half of 2016 with great excitement.

Complaints
During the period January 1 to June 30 2016 there were two Stage 2 complaints.
Code Change Update
The Code Change committee has given direction to help PAAB staff and consultants make the PAAB code more user-friendly by:
- optimizing how content is organized
- adding definitions
- aligning language throughout the code
The most significant changes to the code relate to its format. For example, the proposed draft for PAAB Board consideration will enable users to perform keyword searches and to filter for all code provisions which are relevant to particular core principles. Stay tuned for information about when the draft code proposal will undergo broad stakeholder consultation. PAAB Board review will follow the broad stakeholder consultation.
Another innovative eFile system update is coming your way!!
A new functionality will soon be available in the eFile system to efficiently flag issues as they are encountered during the review process.
The tagging & ticketing will be accessible to both clients and reviewers. The tags relating to review process issues will only be visible to PAAB management. For example, the eFile system will not show reviewers the client tags and it will not show clients the reviewer tags.
This will enable PAAB management to periodically run reports indicating trends across those issues and to therefore identify areas in which PAAB and/or clients could improve. This system is NOT intended to replace timely actions needed to overcome challenges as they occur. For example, continue to schedule calls with reviewers when clarification about review comments is needed, or escalate when warranted per PAAB code s8.6 of the PAAB code.
The eFile system will also be recording outbound phone calls as part of this update. The system will inform users when the call is being recorded. These recordings are for quality assurance purposes only. Written letters on PAAB letterhead will remain the only official form of PAAB correspondence.
An issue collection and measurement mechanism for quality control was recommended by the independent operations review auditor to improve the PAAB preclearance review mechanism. These updates are intended to address that recommendation. The updates are being implemented by Innovasium.

The game – launching November 21st 2016 As part of PAAB’s commitment to helping improve your knowledge of PAAB and the PAAB code we have created an interactive virtual game. Over a two-week period the interactive game will teach and test your knowledge on various aspects of the PAAB code and guidances.
Launching November 21st this interactive game will:
- Benchmark your skills against other individuals
- Improve your PAAB knowledge: The game uses psychological principles designed to create long term knowledge retention
- Be fun! It’s designed to be enjoyable and interactive

Christopher Seto leaves PAAB

The PAAB welcomes Patrick Marshall to our team
Patrick Marshall, CPA CMA, MBA brings over 25 years of finance experience to the role of Manager, Finance and Administration
Patrick is a member of the Certified Professional Accountants of Ontario. He earned his Masters in Business Administration at the University of the West Indies, Jamaica W.I.
He is dedicated to helping the organisation to continue achieve its values of Integrity, Competency, Credibility, Independence, Excellence and Transparency as the organisation works with its stakeholders.
Patrick has gained extensive accounting experience in senior accounting and management roles for a number of small to medium size organisations in different industries which includes not for profit organisations. He sits on the board of a number of local charitable organisations and has taken on the role of treasurer and worked on the finance committees of these organisations. Patrick also gave voluntary services in poor communities in Zimbabwe and Zambia.
PAAB 40th Anniversary Celebration
The PAAB 40th anniversary Golf Tournament was a terrific way to kick off the summer. The weather was perfect, with a light breeze and clear blue skies. We had amazing support from our sponsors.
